Thank you for your letter of 4 April to Elliot Morley, enclosing correspondence from Mr Michael Nield of ... Cambridge, about contrails. Your letter has been passed to this department for reply.

Chemtrails are not a scientifically recognised phenomenon. Contrails (condensation trails) or artificial clouds may be formed when jet aircraft emit water vapour into the upper atmosphere resulting from the combustion of kerosene, the fuel used by aviation. This not a new phenomenon, contrails have been documented since the 1940s.

Contrails form only when meteorological conditions are conducive. Basically, this is when the air mass into which the water vapour is emitted is both cold and humid enough. Many contrails evaporate quickly, as the air is either too warm or not humid enough. If the conditions are conducive to sustain persistent contrails, they may spread out to form a cirrus cloud-like cover. It is quite possible that the incidence of persistent contrails is higher than say 10-20 years ago, simply as a result of increased air traffic.

A major scientific Report, Aviation and the Global Atmosphere, was published in 1999 by the Intergovernmental Panel on Climate Change. The Report assessed the current contribution of aviation to climate change and, based on a range of scenarios and assumptions, forecast its contribution up to 2050. It estimated that contrails covered about 0.1% of the Earth's surface in 1992 and projected this cover would grow to 0.5% by 2050 (on middle range assumptions).

Contrails continue to be the subject of research to help better understand both how they are formed and what effects they have on the atmosphere.

Dear Mr Morley,

Chemtrails and HAARP

I am writing to you on this matter because I understand that your portfolio includes climate change.

Chemtrails: Since 1998, abnormally large condensation trails formed by aircraft have been observed all over the world. These do not dissipate after 10 minutes, as is the case with ordinary aircraft 'contrails', but linger for hours. Often they are delivered by aircraft working in formation, creating a grid of trails across the sky which spread out to form a milky white haze. On the 16th March, I attended an environmental health lobby in the Commons organised by the Green Network, which Michael Meacher MP attended. I spoke to at least ten people amongst the various environmental health groups who have observed chemtrails. I observe them serveral times a week in the skies over Cambridge and my friends observe them in the skies over Peterborough and Norwich.

The U.S. Government does not acknowledge the distinction between contrails and chemtrails. However, Congressman Dennis Kucinich confirmed the existence of chemtrails in a Bill he introduced to the House in 2001. Mr Kucinich was on the Armed Services Oversight Committee. I enclose a copy of his Bill along with a section on weather modification from my free e-book, The Police State Road Map.

No one knows what the purpose of chemtrails is or whether this is a military programme. The consensus of opinion is that they are designed to modify global climate in some way. Concerns arise firstly because this is being kept secret and secondly, it may involve the use of metal particles, e.g. Aluminium oxide which could pose a health risk.

The CD-Rom enclosed is a 30 minute video entitled, Chemtrails: Mystery Lines in the Sky, by Canadian journalist Will Thomas. (Play it on Windows Media Player).

HAARP: In the same Bill, Mr Kucinch warns of the use of high altitude ultra low frequency weapons systems, designed to modify the ionosphere or climate. The U.S. Defense Dept.'s High Frequency Active Auroral Research Program (HAARP) in Alaska is believed to be such a weapon system. In response to Dr. Nick Begich's testimony to the European Parliament's Foreign Affairs Subcommittee on Security and Disarmament 6th February1998 in Brussels, Swedish MEP, Mrs. Maj Britt Theorin, put forward a motion for an independent international inquiry into HAARP.

Could you kindly answer the following questions on these two items:

1) Do you acknowledge the distinction between contrails and chemtrails?

2) If you do not, could you

a. kindly watch the enclosed 30 minute film

b. contact Congressman Dennis Kucinich for an explanation of the distinction

c. contact the Ministry of Defence to see if they have an explanation.

3) If you do acknowledge the distinction, can you state what action you are taking to find out the purpose of chemtrails both in the U.K. and abroad?

4) Do you support the motion for an independent international inquiry into HAARP proposed by Swedish MEP, Mrs. Maj Britt Theorin?
